The problem is probably NEITHER the alternator (Lima) NOR the voltage regulator (Regler), but rather the thin blue cable that is connected to the voltage regulator.
The blue cable comes from the instrument cluster (Kombiinstrument), to be specific: from the battery warning light. When the ignition is switched on, the blue cable carries battery plus from the warning light to the voltage regulator. This "triggers" (Deutsch: erregt) the regulator. As soon as the engine runs, the alternator starts generating power, i.e. the voltage inside the regulator increases to 13,5 volt. This means that both sides of the battery warning light are now connected to plus, so it switches off.
If the blue cable breaks, the regulator is not triggered. Only when you increase the engine speed, the voltage regulator triggers itself (this is because of residual magnetism). At this point, suddenly the voltage jumps up to 13,5.
QUESTION: if you switch your ignition on, does the battery warning light come on? I suspect: probably not!
Scenario 1: the warning light does not work:
Please inspect the light blue cable on the voltage regulator. You will probably find that it has
1) broken off or
2) corroded
Repair the cable, and the problem should be fixed.
Scenario 2: The warning light DOES work when you switch the ignition on (and it only switches off after you have revved up to 3000):
This probably means that the fault is inside the voltage regulator (Regler) itself, and it needs to be replaced.

It's probably the 'regler'. But it could also be the 'erregerleitung' (the wire from the battery dash light to the Lima)
If it's corroded, broken or falsely connected, or the dash light dead, the 'lima' won't get an magnetic field until it reaches 2000 rpms apprx. It then becomes self induced and can load the battery.
The 'regler' is available @ your local Bosch dealer for apprx. 225 Kronen
